土地利用总体规划与未来发展适应性评价——以广西贵港市为例

The Evaluation of the Adaptation of Land Use Planning to the Future Development——A Case Study of Guigang City in Guangxi Province

2006～2020年土地利用总体规划实施至中期,随着经济的快速发展,新政策的提出,土地利用布局、土地利用指标、环境等也发生着变化,规划需要相应的调整,有必要进行土地利用总体规划与未来发展适应性评价.该研究阐述了土地利用总体规划与未来发展适应性的内涵,构建科学的评价指标以及评价模型,以广西贵港市为例,对土地利用总体规划与未来发展适应性进行评价.采用极差标准化方法对数据进行标准化处理,利用层次分析法计算权重.经过模型计算,得到适应性评价得分为83.45分,说明贵港市土地利用总体规划与未来发展适应性较好.最后,参照评价结果,提出了相应建议.

When the land use planning carries out to the mid-term（2006-2020）,economy developed rapidly and new policy was put forward.Because of it,layout of land and index of land have some changes,planning needs to be adjusted accordingly.It is indispensable to make an evaluation about the adaptability of land use planning to the future development.The connotation of the adaptability of land use planning to the future development was elaborated,the scientific evaluation index and model was constructed.Taking Guigang City in Guangxi Province as an example,the adaption of land use planning to future development was evaluated.Maximum difference normalization method was used to standardizes the index.By using Analytic Hierarchy Process,weight of factor was valued.Calculating by the model,the score 83.92 was obtained,indicating the land use planning of Guigang adapts to its economy development in future.Finally,several corresponding suggestions were put forward according to the result of the assessment.
