摘要
阐述强制能源审计的内涵和意义,分析政府开展强制能源审计组织实施的特点,并介绍"十二五"期间我国开展强制能源审计的实践运用,证明了强制能源审计对落实节能减排政策具有重要作用,提出政府应该重视和加强强制能源审计的建议,确保节能法律法规严格有效实施。
With the low energy utilization efficiency and the grim situation of energy saving,the connotation and significance of compulsory energy audit are expatiated,the characteristics to organize and implement of compulsory energy audit by government to carry out are analyzed,and the practices of compulsory energy audit are introduced during the 'Twelfth Five-year Plan' period,the results showed that it play an important role in implementing the policys of energy saving and emission reduction,and the author propose that government should attach importance to and strengthen compulsory energy audit,to ensure effectiveness of carrying out strictly for laws and regulations of energy saving,and to achieve a win-win situation between management and effect of energy saving.
