摘要
非工程措施是防御和减少山洪灾害的重要保障,强调以预防为主,通过预报、预测事先获知信息,提前做出决策,实施躲灾避灾方案。结合广西山洪灾害发生的特点和实际情况,确定全区山洪灾害防治非工程措施建设的主要内容,从监测预警系统、防灾预案及救灾措施、群策群防体系建设、宣传、培训及演练等非工程措施方面论述了小流域山洪灾害的防治对策。
Non-engineering measures are important safeguard for preventing and alleviating mountain torrent disas-ter,with the emphasis put on prevention. It is possible to obtain prior information from forecasting and prediction , so as to make decision and carry out the disaster prevention or escape plan in advance. Combined with the mountain torrent disaster characteristics and actual situation of Guangxi,major contents of non-engineering measures for mountain torrent disaster protection in Guangxi were determined. An introduction was made on the non-engineering measures for mountain torrent disaster protection in small river basins such as monitoring and alarm system;disas-ter prevention plan;relief measures;construction,propagation,,training and drill of group protection system.
