高校突发事件管理体系的构建策略

Constructing Strategies against University Emergencies

突发事件较多发生于社会公共领域,长期以来并未受到高校的重视。随着高校各类突发事件的频发,突发事件才逐渐进入公众视野,受到理论界、学术界和管理者的关注。文章学习和借鉴政府公共危机管理和应急管理的理论体系,对完善高校突发事件管理体系进行探索和研究,提出事前的危机预防、事中的应急处置、事后的善后重建三位一体的突发事件管理体系,为高校进一步加强高校突发事件防范和处置工作提供对策和建议。

The emergencies happen more often in public places, but aren＇t treated seriously in a long run. With all types of emergencies happening frequently in universities, the public, theoretical circles and administrators begin to concern it. The paper studies emergency management system and advances three-in-one model of crisis prevention, emergency disposal and rehabilitation and reconstruction for improving disposal capacity based on public crisis management and emergency management system.
