Causes of the Fire Hazards in Crowded Locations and Their Countermeasures

针对人员密集场所严峻的火灾隐患问题,研究了火灾的分布规律。在明确人员密集场所范围的基础上,分析了其火灾发生的特点;根据《消防法》《消防监督检查规定》,结合消防监督实践界定了火灾隐患的概念;对人员密集场所火灾隐患的形式和类型进行阐述,并分析了形成火灾隐患的深层次原因;针对人员密集场所火灾隐患的成因,从制度改革、监督管理、技术措施等方面提出相应的对策。

The fire hazards delay in rectification and the emerging fire hazards. The character of the fire disaster was analyzed based on the definition of the crowded places in the dissertation. On the basis of Fire Fighting Law and Fire Fighting Inspection Rule,with the practice of firefighting inspection,hidden troubles of fire calamity were defined and types of hidden troubles of fire calamity in crowded location were described. Deep causes for the hidden troubles were discussed. In accordance with the causes of formation,relative strategies were put forward in some ways including system reform,inspection management and technological measures.
