论小流域水土保持综合治理与小康社会建设的关系

Relationship between comprehensive management of small watersheds and construction of moderately prosperous society

从小流域水土保持综合治理和小康社会的概念入手,分别从推动农村生产发展、实现农村生活富裕、促进乡村生态文明建设等方面论述了小流域水土保持综合治理对小康社会建设的支撑和推动作用,同时也从小流域水土保持新机和活力、历史机遇和发展空间两方面阐述建设小康社会对小流域水土保持的促进作用,提出小流域水土保持综合治理与建设小康社会密不可分、相辅相成,正确处理好两者关系在新历史时期具有特别重要的现实意义.

Based on the definition of comprehensive management of small watersheds and moderately pros-perous society,this paper discusses the promotion effect of the former on the latter from the perspectives of agricultural production,rural wellfare and rural ecological civilization. On the other hand,the retroaction of latter on the former are also presented in terms of historical opportunity,development space and the main-tenance of vigor. Therefore,water conservation in small watersheds and the construction of moderately prosperous society are closely related and complement each other. Proper handling of this relationship is of vital importance in the future.
