From Community Method to Union Method:the New Development of European Governance

以超国家性为特点的"共同体方法",近些年来,特别是欧债危机以来,面临日益增多的压力,受到了各种质疑。而以强调政府间协调行动为特点的"联盟方法"却在应对欧债危机的过程中得到了加强,并逐渐成为欧元区以及经济货币联盟治理的主要模式。欧盟治理从传统的共同体方法向新的联盟方法的转变虽带有应急性的特点,但却不是临时性的安排,而是体现了欧盟治理发展的新趋势。

Community method featured with its supranationality has been under increasing pressures and has been questioned from all sides in recent years,especially since the European debt crisis.However,Union method with the emphasis on coordinated action by the member states has been strengthened in the process of addressing the crisis and has gradually become a major mode of strengthening Eurozone governance and the economic and monetary union governance.While the transformation from classical community method to the new union method has taken place in times of crisis,it is not a temporary move and it signifies the new tendency of the development of European governance.
