从新机制看高考改革的重心变化——兼评上海的高考改革方案

The Changing of Focus of College Entrance Examination Reform From the Perspective of New Mechanism:A review of the Reform Plan in Shanghai

当前,我国高考招生制度改革的核心是"逐步推行普通高校基于统一高考和高中学业水平考试成绩的综合评价多元录取机制"。从考试实施的层面看,新机制下的高考改革需要同时从高考和高中学业水平考试两个方面作重点突破。在这方面,上海的高考改革过去有过成功的经验,今天的设想也有创新之处。本文从高中学业水平考试的历史与现状、高考改革重心变化的依据、上海实施高考改革方案的优势和完善上海方案的一点提醒等四个方面作出评析。

Currently, the focus of the reform of college entrance examination system in China is ＂to gradually promote the multiple enrollment system of general college based on the comprehensive assessment of unified examination and high school academic performance test.＂ From the view of implementation, breakthroughs should be made from both college entrance examination and high school academic test. The reform in Shanghai was relatively successful in history and is creative today. The current paper reviewed the Shanghai＇s practice from four facets： the history and status quo of the high school academic performance test, the foundations of the transition of college entrance examination reform＇s focus, the advantages of Shanghai performing college entrance examination reform, and suggestions for refining Shanghai＇s reform plan.
