从管理到治理:区域推进义务教育优质均衡发展的体制机制创新 被引量:15

From Domination to Supervision: Institutional Innovation to Promote the Balanced High Quality Development of Compulsory Education under Regional Cooperation

摘要 随着教育改革走向"深水区"和"攻坚段",我国东部地区区域推进义务教育优质均衡发展面临若干体制机制上的挑战,杭州江干区也正经历着从单一到多元、从强势推进到合作共存、从管理到治理的转变。顺应区域经济文化和教育发展需求,在反思"名校集团化"实践成效与局限的基础上,以现代教育治理为理念,协同高校、科研机构等多方力量,整合多种资源、创新体制机制,在四大新区和薄弱区块形成"教育研训共同体"、"区域联盟共同体"等五种"新教育共同体"类型,形成了多主体共同参与的组织网络,构建了"特色联建、资源联享;教师联聘、学生联招;活动联合,中小联动"等运行机制,持续推动区域义务教育优质均衡发展。 As the education reform getting deep and facing challenges, the balanced high quality development in east China is facing certain obstacles from administration. The Jianggan district of Hangzhou is witnessing the transformation from unitarity to diversity, from active promotion to cooperation, and from domination to supervision, Responding to the demand of regional culture and education development and based on the reflection of the effects and the limitation of the practice of "top school group", we take the notion of modern education management, coordinate university and other scientific institution, integrate multiple resources, and innovate administrative institution. Community of education research and training, community of regional alliance and other five new communities of education have been formed in four major new districts and underdeveloped districts. Organizational network in which multiple subject participate has been built. Operational mechanism of characteristic cooperation, resource sharing, teacher interchanging, enrollment cooperation, joint connection, and high school and elementary school cooperation has been established. All the works we did have greatly and continuously promoted the balanced high quality development of regional education.
