The Position of China's Innovation Ability in the World

世界知识产权组织(WIPO)、康奈尔大学、欧洲工商管理学院(INSEAD)共同撰写的《全球创新指数2013》报告于2013年7月在日内瓦正式发布,中国排名第35位,比2012年退后1位。该报告给我们认识和评价创新型中国提供了全新视角,但也存在不尽完美之处。在介绍该报告评价体系基础上,对中国排名下降的原因进行分析,与科学技术部中国科学技术发展战略研究院《国家创新指数报告2012》对比,为科学评价中国创新能力提供新思考。

“Global Innovation Index 2013”report officially released on July 1,2013 in Geneva co-authored by the World Intellectual Property Organization,Cornell University,INSEAD shows that the innovation ability of China ranked 35 in the world,compared with 34 in 2012. This report gives us the understanding and evaluation of innovative China,provides a new perspective,but also has many imperfects. This article will introduce the report evaluation system based on the decli-ning ranking of China and analyze the causes. Compared with the Chinese Academy of Science and Technology for Develop-ment ＂National Innovation Index Report 2012＂,the paper offers a new thinking for the scientific assessment of China＇s a-bility of innovation.
