三峡库区水污染治理机制研究

A Study on the Mechanism of Water Pollution Renovation in the Three Gorges Reservoir Area

为实现三峡库区经济、社会的健康可持续发展,从库区水资源的系统性与完整性角度出发,分析行政区划分割及其地方利益博弈引发的库区水污染治理过程中出现"公地悲剧"等现象;然后,运用博弈论、制度经济学和公共管理理论,结合国外流域水污染治理经验,尝试提出了构建库区水污染防治管理新体制,中央领导、地方参与共治、统筹协作库区水污染防治管理的新机制建议。

To realize a healthy and sustainable development of economy and society in the Three Gorges Reservoir Area, this research sets out from the angle of systematization and integrality of the water resource in the reservoir area,analyzes the phenomena of＆quot;the Tragedy of the Commons＆quot;,which was triggered by the administrative division and the game of the benefits of local governments during its process of water pollution treatment;and then,combined with game theory,institu-tional economics and public management theory,the research makes some suggestions on establishing the new pollution pre-vention management system by taking the foreign experience into account,and puts forward some suggestions on the new collaboration management mechanism which is promoting local government participation under unified central leadership.
