Western Theory of Public Goods Supply and the Effective Supply of Public Economy

公共产品供给理论是公共经济学的重要内容,在这个问题上,西方公共经济学倾向于引进市场机制,由私人资本来垄断地生产公共产品。其目的是以国家权力为后盾,或者赋予垄断性、排他性经营权,或者通过政府的强制税收给予资金支持,以保证私人资本获得较高的利润,从而成为假公济私或寻租的温床。而马克思主义公共经济学则主张将私人资本替换成公有制经济部门,由后者来辅助政府生产公共产品,从而为广大人民群众进行有效的公共经济供给,满足广大人民群众的需要。

Public goods supply theory is an important content of public economics, on this issue, western public economics tend to introduce the market mechanism, monopoly to produce public goods by the private capital. Its aim is backed by state power, or to give monopoly and exclusive rights, or to give financial support through government＇s mandatory taxes, to ensure that the private capital can gain higher profits, and thus become a hotbed of jobbery or rent-seeking. On the contrary, Marxist public economics claims that private capital will be replaced with the department of public ownership economy, which can help government to produce public goods, thus providing the effective supply of public economy for the majority of the people and meeting their needs.
