摘要 为适应现代安全管理的需要,将监控和应急一体化,提出基于GIS技术和智能手机结合的监控与指挥方案。在Windows 7平台下,采用SUPERMAP DESKPRO.NET建立相关的三维模型,基于B/S(浏览器/服务器)和C/S(客户端/服务器)混合架构,运用模糊理论确定应急级别,结合JAVAEE、动态标绘、GPS与LBS技术、视频融合等相关技术,并用REALSPACE插件进行三维编程,实现了系统对各种资源的动态管理和应急方案的制定与指挥功能,克服了应急监控级别界定、地域限制和指挥交互困难等问题,达到监控与应急的分级和应急指挥可视化、科学化、动态化。 To meet the needs of the modern safety management, the monitoring and the emergency was integrated, and the mo- nitoring and command scheme was put forward based on the GIS technology and the smart phones. On Windows 7 platform, SU- PERMAP DESKPR0. NET was used to establish the relevant three-dimensional model, based on the B/S (browser/server) and C/S (client/server) hybrid architecture, the fuzzy theory was adopted to determine the emergency level, and combining with the JAVAEE, the dynamic plotting, the GPS and the LBS technology, the video integration and other related technologies, the REAI-PACE plug-dimensional programming was used on a variety of resources to achieve the dynamic management of the system, to develop contingency plans and command functions, to overcome problems on emergency monitoring levels defining, geographical restricting and direct interacting, as well as to achieve the monitoring and emergency grading and the visualization, scientificalization and dynamics of the emergency command.
