贫困治理背景下多元主体合作机制研究

The Study of Cooperation Mechanism of Multi-agent under the Background of Poor Governance

贫困治理一直以来都是关系经济发展与社会长治久安的大问题。自改革开放以来,中国实现了大规模的减贫,取得了巨大成就。然而,在当今绝对贫困人口数量规模缩减的同时,贫困问题也出现了新的特征与挑战。传统以政府为主导的单一的扶贫理念与扶贫模式已不能适应日益多元复杂的贫困治理。亟须我们创新思维,建立一种多主体多维度切入的合作共治的运转机制。鉴于此,基于大扶贫视角与治理理论为支撑,从贫困治理三种机制存在的优缺点对单一扶贫治理模式转变的必要性进行论证并从理论和实践上对多元主体合作机制的可能性给予阐释,在此基础上对贫困治理多元合作机制进行初探。

Poor governance,which is related to economic development and social long-term stability,has always been a big issue for a long time.Since the reform and open-up policy,china has made great achievements of reducing poverty on a large-scale.However,while today’s population living in poverty is downsizing,poverty’s new characteristics and challenges have also emerged,which need us to innovate and es-tablish a multi-agent and multi-dimension mechanism to govern urgently.In view of this,based on the poverty reduction and governance theo-ry,this paper demonstrates the necessity of the single mechanism paradigm shift from the perspective of the advantages and disadvantages of those three mechanisms.And then,it interprets the possibility of the multi-agent cooperation mechanism,as well as studying those mecha-nisms.
