摘要
目的探讨标准服务量在基层医疗卫生机构绩效考核中的应用,推动机构的健康可持续发展。方法利用文献分析法、深度访谈法及问卷调查法研究基层医疗卫生机构绩效考核的发展现状,分析标准服务量在绩效考核中的应用情况。结果根据绩效考核组织、绩效考核方法制定了考核内容,制定了具体的基本医疗服务工作量量化分值表、基本公共卫生服务工作量量化分值表、部分综合管理服务工作量量化分值表。将绩效考核结果分为优秀、合格、基本合格和不合格四个等次。结论标准服务量法在基层医疗卫生机构绩效考核的探索中对考核组织、考核内容和考核方法等方面有一定的实践基础,但同时也存在很多亟待解决的问题。通过完善服务质量规范等措施可以更好地促进标准服务量在基层医疗卫生机构绩效考核中的运用。
Objective To explore the application of standard service amount in the performance appraisal and eventually promote sustainable development of basic medical institutions. Methods By means of literature analysis, in - depth interview and questionnaire we made clear the current situation of the performance appraisal and analyzed the application of standard service amount in the basic medical institutions. Results According to performance appraisal organization and the performance appraisal content, specific basic medical service workload quantification score table, basic public health service workload quantification score table and part of a eomprehensive management service workload quantification score table were designed. The per- formance evaluation results were divided into four grades: excellent, qualified, qualified and unqualified. Conclusion The standard service amount method has some practical foundation in the performance institution, performance content and performance methods, but there are also many problems needed to solve. Such measures as perfecting the service quality criteria can be taken to better promote the application of standard service amount in the performance appraisal.
