首都机场入境旅客携带物截留概况及对策

Situation and countermeasures of the Beijing capital international airport quarantine department-intercepted passenger-carried goods

本文对首都机场出入境检验检疫局在2012年7月~2013年6月截获的禁止旅客携带入境物,以及截留物中检出有害生物的情况进行了分析。结果表明：截留物的批次、重量及相应的检出疫情批次明显增加;近50%的截留物来源于我国周边的亚洲国家及地区;旅客携带检疫违禁物品入境的单批次重量多小于3 kg;来源于泰国的非检疫性有害生物截获批次最多,而埃塞俄比亚和安哥拉是截获检疫性有害生物批次最多的国家。另外,还提出了一些入境旅客携带物检疫查验亟待解决的问题,并就这些问题给予对策与建议,以期为口岸现场检疫查验工作提供一定的参考。

This paper analyzed the situation about the illegal passenger-carried goods and the pest which was detected in these prohibited items, the illegal goods was intercepted by the Beijing capital airport entry-exit inspection and quarantine bureau between 2012 July and 2013 June. The data showed that there were some dramatically increases in the batch and the total weight of the Beijing Capital quarantine department-intercepted goods and the corresponding batch of detected pest; nearly 50% of intercepted items carried by passengers came from China＇s neighboring countries and regions; at each occasion, the intercepted goods＇ weight of each batch was mostly less than 3 kg（with）; most of non-quarantine pest came from Thailand, and most of quarantine pest came from Ethiopia, Angola. Based on the above analysis, this paper gave some viewpoints and suggestions to existing problems about the illegal entry passengercarried goods, as a reference for the port on-site inspection and quarantine work.
