国内外有关阻燃剂的法律法规及阻燃剂的发展方向

Foreign/domestic Laws and Regulations and Development Tendency for Flame Retardants

化学品风险受到了全球的关注,主要国家和使用行业出台了一系列管理化学品风险的法律和/或法规以减少或避免化学品给人类和环境带来的不利影响。阻燃剂由于其化学结构特性以及生产和使用过程中跟人类和环境紧密接触,成为管理化学品风险法律法规的首选对象之一。本文概述了化学品风险,阻燃剂风险来源,世界各主要国家或地区以及汽车行业涉及到阻燃剂的化学品风险管理法律或法规,汇总了各种法律法规禁止或限制使用的阻燃剂。最后,本文简要讨论了法律法规调整对阻燃剂使用的影响,以及阻燃剂的发展方向。

Chemical risks received global attention,laws and/or regulations were enacted to reduce or avoid the adverse effect of chemicals on the human being and environment.Flame retardants became choices of chemical hazard and risk assessment program due to their chemical structures and close proximity to human being and/or environment during production,use and disposal.This paper reviewed foreign/domestic laws or regulations on the risk of flame retardants and listsed the affected flame retardants.The future of flame retardants was also discussed.
