全球金融危机以来,国际金融形势不确定性增加。国际社会要求改革以美元为主导的、不合理的国际货币体系,从而逐步解决全球经济失衡、外汇储备失衡问题的呼声不断增多。因为这一问题关系到世界经济格局的重构,因而得到了空前的关注。对于中国而言,外汇储备管理体制改革关系到解决内外部失衡的问题,关系到我国可持续发展战略的落实。为了更好地指导外汇储备管理改革,我们必须摒弃原有的外汇储备管理思维模式,树立外汇储备管理新思维。
