土地制度是农业部门最重要的制度安排，是制约农民收入增长的重要的制度性因素。当前土地权属关系混乱，承包经营权不稳定，土地不能流转和转让，土地制度的法律基础薄弱等问题已成为制约农民收入增长的主要问题，因此完善我国农村的土地制度对于推进农业发展和农民增收有重要意义。
