On Public Health During Period of Societal and Economic Fransition

社会结构转型包含政治、经济、文化三方面社会结构的突变和渐变的过程，是政治、经济和文化发生全面而深刻的变革。在社会经济结构转型的初级阶段公共卫生事业在发展过程中存在深层次矛盾和主要问题。阐明经济发展与疾病预防控制工作的关联，在此基础上清理了我国公共卫生事业改革与发展的思路，提出了我国公共卫生工作的政策措施。以求促进公共卫生事业的全面发展。

Social and economical transition includes the process of sudden and progressive changes in political, economic and cuhural aspects as well as a comprehensive and thorough change. Since the 3^rd Plenary of 11^th Congress of CPC in 1978, many researchers thought that China was in the period of social transition in late industrial revolutionary and that the social transition which China was undergoing is at the preliminary stage. （Progressive social transition is categorized into three phases： preliminmy, moderate and seniorphase）. The present article analyzes the main problems and underlying contradictions in the process of public health development during the preliminary period of societal and economical transition, and examines the relationship between economical development and disease control and prevention. At last, it elaborates the new strategies and policies for national public health development.
