摘要
针对单一流量管理方法仅能局部缓解流量问题,从航空器运行全过程入手,以空中扇区为视角,建立多元受限的流量管理模型。在公平性原则基础上,运用地面等待、空中改航和空中等待等流量管理方法从全局角度制定合理有效的流量管理策略,从而更有效解决流量拥塞问题。
The single flow management method can only solve the flow problems partially.By analyzing the whole process of the aircraft,a flow management model with multi-restrictions is established from the aspect of air section.Multi flow management methods are used based on fair principles to develop rational and efficient flow management strategies,such as ground delay procedure,reroute and aerial delay,thus solving the flow problems more efficiently.
