信用是市场经济的基石,是经济社会健康发展的重要条件。加快建设社会信用体系,是完善社会主义市场经济体制的基础性工程,也是推动政府职能转变、简政放权、更好做到"放""管"结合的必要条件。社会信用体系的建设离不开法律的保障。应通过不断完善社会信用法律法规和标准体系,构建以信用法律为主、信用活动操作规则和行业标准为辅的社会信用制度体系,建立黑名单制度和法院失信被执行人名单制度,发挥社会信用体系对失信行为的监督和约束作用。

Credit is the cornerstone of market economy,is important to the healthy development of the eco-nomic and social conditions.Speeding up the construction of social credit system is the basis of perfection of the socialist market economic system and the necessary condition of the promotion of the change of gov-ernment function and decentralization and the combination of thedecontrolandcontrol.The construc-tion of social credit system need the guarantee of law.This paper suggests by constantly improving laws, regulations and standard system of social credit ,to build social credit system of the credit laws,credit ac-tivities relies on operating rules and industry standards.It also proposes to build a list of blacklist and the court faithless list of the person subj ected to execution ,in order to play a role of supervision and restraint. about the social credit system of dishonest behavior.
