我国现代大学制度建设困境及应对之策——新制度主义的视角 被引量:12

On the Difficulty in the Development of Modern University System in China and the Counter Measures——Theoretical Perspectives of New-institutionalism

摘要 我国当前正在进行的现代大学制度建设一直很难有实质性的推进,基于新制度主义的理性选择制度主义、社会学制度主义和历史制度主义三个流派分析,其主要是由于制度创新推动主体缺失、传统文化的制约以及制度的路径依赖等问题所致。因此,我国现代大学制度建设应从有限政府有效推动改革,广泛调动利益相关者积极参与;进行文化创新,培育现代大学制度环境;引入历史否决点,打破路径依赖等方面着手推进。 The development of modem university system in China has been difficult to make any essential progress, according to the analyses based on the three schools of thoughts of new-institutionalism, including rational-choice institutionalism, sociological institutionalism and historical institutionalism, the difficulties in the development of modem university system in China are mainly due to the absence of the driver of institution innovation, the restriction of traditional culture and the influence of institution path dependence. This paper therefore proposes that the modem university system development in China should move forward from fostering effective reform of a limited government, mobilize all stakeholders for their active participation; to carry out cultural innovation and cultivate a modem university system environment; and to introduce a historical veto point to break the path dependence.
