According to the idea of ＂fragmentation＂ in information technology and modem management concepts of vocational education, following the requires in management theory of open systems and optimization theory, by refining teaching management tasks, scientifically standardizing workflow and realizing process reengineering based on the network platform, we can establish a new teaching information technology management model integrating the multiple functions of communication management and data management into one, bring the chance to the manager who could design the management software himself, so everyone could design and everything could be managed or optimized to innovate the teaching management manner of higher vocational college and improve the management efficiency.
