河南省农村土地产权制度现状、问题与对策

Current Situation,Problems and Countermeasures of Rural Land Property Rights System in Henan Province

河南农村土地经营状况和产权制度的现有问题主要集中在农村土地产权主体模糊、产权不完整、使用权流转不畅、过度征用和静态补偿机制等方面,导致土地资源使用效率低下,农民权利得不到保障。完善河南农村土地产权制度改革应从三方面着手:明确界定农民的土地产权,逐步建立农村土地产权交易市场,提高农民种地收益。

Based on an analysis on the operating conditions and the current situation of rural land property rights system in Henan Province, the existing problems turn out fuzzy subjectivity of property rights, incomplete property rights, poor circulation in use of rights, excessive expropriation and static compensation mechanism, which results in low efficiency in the use of land resources and lack of farmers＇ rights. To solve these problems, countermeasure can be taken from three aspects： a clear definition of farmers＇ land rights, establishment of trading market for rural land property rights, and improvement of agricultural farming income.
