摘要
我国金融的宽货币、高利率与贷款难等现象不恰当地结合在一起,导致所谓"钱洪"和"钱荒"共存异象。这一异象主要是我国货币发行制度不科学及货币流通使用不规范造成的,而"钱荒"又通过倒逼机制影响货币增发。为解决上述问题,我国可借鉴美国等西方国家的经验,采取相关对策,即改进我国货币发行机制,抑制货币超发;加强现金使用数量上限管理;加强交易结算技术、制度建设,减少现金流通使用;建立诚信体系,采取严厉的惩罚措施;建立既分工合理,又相互衔接配合的现金监督管理机构。
The improper combination of wide monetary, high interest and difficult loans has resulted in the abnormal coexistence of＂ Monetary Expansion＂ and ＂Liquidity Strain＂ in Chinese financial field. Such an abnormal phenomenon is believed to have been brought about by the unscientific currency issue system and the nonstandard monetary circulation in China. ＂Liquidity Strain＂, however, forces impact on this system, which in turn stimulate an increase of monetary issue. To solve the above problems, China may draw lessons from such western countries as the USA, and the following countermeasures may help： to improve the currency issue system in China, to control the increase of monetary issue, to better the upper limit of cash management, to strengthen the cash transaction settlement technology and reinforce the system construction so as to reduce the cash flow in the monetary circulation, to reinforce credibility system and adopt tough punishment. Thus a sound and cooperative cash supervision and management institution becomes possible.
