提升农民土地财产权利:潜力、梗阻与对策——基于安徽省4县(区)的田野调查

Promotion of Farmers' Land Property Rights and Interests:Potentials,Blocks and Countermeasures—— Based on Field Research in Four Counties(Districts)of Anhui

新一轮农村土地制度改革的核心就是要赋予农民更多财产权利,而土地是农民最重要的财产。通过安徽省4个县(区)的农民土地财产权利的田野调查,从宅基地、"四荒"用地、耕地和集体经营建设用地四个模块,对安徽省农民土地财产权利进行实证分析。发现了宅基地存在"特殊"的流转方式,"四荒"用地存在较大的升值潜力,耕地建设水平应当继续加强,集体经营建设用地的管理有待创新等问题。针对这些问题,提出了链接农村社会现实与土地制度的执行,契合土地交易方式与土地制度,协调土地产权与规模经营的关系,稳妥推进农村土地金融化进程等建议。

Giving farmers more property rights is the core of the new round of rural land system reform,and the most important property of farmers is the land.By using field research methods,the homestead land,'Si Huang'land,cultivated land and collective construction land were empirical analyzed in four counties(districts)of Anhui.The main findings can be described as follows:homestead land could be transferred in specific ways;'Si Huang'land has high appreciation potential;the construction level of cultivated land needs promotion,and the management of collective construction land needs innovation.In view of these findings,policy recommendations are linking the implementation of land system with rural social reality,fitting the land deals with land system,coordinating the relationship between land property rights and scaling operation,and safely accelerating the process of rural land financialization.
