我国城市新区发展建设的思考与探索

The reflection and exploration of the development of new urban districts in China

国家级城市新区作为国家战略的重要体现,在统筹发展和先行先试上承载着探索改革与创新的重要使命。各新区在主导产业的选择及布局方面,抢占产业制高点和以产业集群促进产业转型升级是普遍采用的模式。新区空间结构布局的思路,应明确空间发展的主要方向,采取"多中心、组团式"模式,并与中心城区保持一定的距离,配套设置与主导产业相应的功能区,通过产业规划和城市功能空间规划实现产业的集聚化发展。新区建设应成立综合规划与协调机构,采取统分结合管理体制,并倾向于高层政府权力集中。国家级城市新区应突出城市新区发展建设核心价值理念,提高城市新区规划建设水平,加快推进城市新区管理体制机制改革,强化区域间的合作发展,积极探索土地开发利用模式的创新。

The construction of state-level urban districts, as an important national strategy, is also a great mission in the reform and innovation for co-coordination development and tentative exploration. Based on the analysis of national strategy on urban districts, the strategic positioning of national urban districts is put forward. By studying the selection and layout modes of the new leading industry, we find that reaching the commanding heights of industry, and the industrial transformation and upgrading of industry clusters are the widely used models. We set up corresponding functions of the leading industry by discussing the ideas of the new city space structure layout, clearing the main development direction, taking ＂multi-centered, group development＂ mode, keeping a certain distance from the central city to achieve agglomeration development through industry planning and urban function space planning. We suggest that in constructing a new urban district, we should establish an integrated coordination organism, a unification management system and a high power concentrated government by summarizing the framework of the new city management system reform. And we also suggest that we should establish the core value concept of outstanding new district development, improve the level of urban district planning and construction, reform the urban new district management system, strengthen regional cooperation and development, and actively explore the innovative modes of land development and utilization.
