摘要
近来,商品房扭曲发展的态势仍未彻底扭转。其中,因土地和房产税制度的不完善,以及"GDP化"政绩考核和财权事权非对称结构而共同演绎的土地财政模式,是生产领域商品房价格奇高等问题的要因;土地财政和消费理念的不当,又导致在商品房消费领域出现奢侈消费和消费不足;而预售房制度,则是商品房交易领域衍生消费者权益受损的负效应的要因。针对原因,需分类实施制度改革,以构建高效率的商品房新体制,促进商品房持续健康发展。
