摘要
伴随建制率逐年上升,覆盖面逐步扩大以及协商层级结构的多元化,工资集体协商制度维护劳动者权益的有效性日渐显现,为和谐稳定劳动关系的形成发挥积极作用。但是建设与发展工资集体协商制度是一个系统工程,完善工资集体协商制度,要妥善处理影响工资集体协商的诸多核心要素,在借鉴国际经验的基础上,从国情出发,遵循"理论基础、实践基础;组织保证、制度保证"的"两基础、两保证"的基本原则来解决相关问题。
Along with the establishment rate is rising year by year, the coverage gradually expand and the diversity of negotiate hierarchical structure, the effectiveness of salary collective consultation system the rights and interests of laborers showed, and play a positive role for the formation of harmonious and stable labor relations. But the construction and development of the collective wage consultation system is a systems engineering, and improving the system of salary collective negotiation should properly handle a number of core elements impacting the salary collective negotiation, on the base of drawing lessons from international experience, proceeding from its national conditions, adhere to the "theoretical basis and practice basis, organization guarantee, system guarantee" of the "two base, guarantee" the basic principles to solve the related problems.
