海南省旅游经济发展的环境政策探讨

A Study on Environmental Policies for Hainan Tourism Economy

针对海南省旅游经济发展与环境资源的关系以及目前旅游经济研究中环境经济政策应用的不足,对当地居民进行问卷调查,参照环境经济政策实施的有效性评价标准,认为海南旅游经济发展需采取命令–控制型政策与环境经济政策的经济手段相结合的环境保护手段。建议适时、适度采取"对责任人实行罚款并教育""实施旅游环境解说,提升游客旅游体验""政府加大投入管理及规定局部限制使用""对游客征收旅游环境税,限制游客量"及"使用者收费"等手段,能更好地促进海南旅游业可持续进程。同时为其他省市旅游可持续发展提供参考指导。

Based on relationships of tourism economy and environment-resource in Hainan Province and shortages in study of environmental economic policies used in tourism economy research, we have executed a questionnaire survey on Hainan Province in the field of application of environmental economic policies. Using the data gathered through questioning, we refer tb various efficiency evaluation criterion of environmental economic policies implementation; At last we come to some conclusions. Hainan tourism development must integrate both command-control pattern and environmental economic policies as the efficient environment protection techniques. Some policy instruments are suggested, like penalty and education for charged stakeholders. Environmental interpretation for tourists, governmental usage must be borrowed to increase the financial invests and carry out some significant master plans and zoning schemes, and bring limitations to some resource-sensitive areas. Tourism environmental tax should also be considered. Quota on visitors for some scenic spots and user fee are efficient and practical, too.
