京津冀协同发展战略的比较和演进重点

Strategic Comparison of Joint Development of Beijing,Tianjin and Hebei

文章采用纵向历史比较和三大城市群横向比较的方法,划分了京津冀协同发展的三大时空演化阶段——被动阶段、自动阶段和协同阶段,纠正了人们对京津冀协同发展战略认识的四大误区,并进一步界定了三大城市群尤其是京津冀地区的协同发展阶段及实践原则。通过把握京津冀战略地位和方向定位,打造"扁平化"城市体系和多元化动力机制,构建一体化要素市场和长效化协调机制,京津冀地区将实现向更高的协同阶段演进。

This paper suggests three phases of joint development of Beijing, Tianjin and Hebei, namely, the be- ginning, self - development and joint development phases, and it aims at correcting four misunderstandings. The authors define three urban agglomerations＇ phase of joint development and propose three practical princi- ples, including defining the meaning and directions, constructing a flat city system and varied effective mecha- nisms, and building a unified market of production factors and communicating institution. All this will promote the Beijing - Tianjin - Hebei area to a higher phase of joint development.
