西部地区工业园区低碳转型困境与对策研究——基于重庆市48个工业园区样本

Dilemma Analysis and Countermeasure Research in Industrial Park Low-carbon Transition: Based on the Analysis of 48 Industrial Parks in Chongqing

通过对重庆市48个工业园区的调查分析发现,工业园区已经成为区域碳排放的集中区,具有总量快速上升、排放强度下降、离散度加大等特征,而园区产业集聚度、产业结构、能源结构是影响园区碳排放的重要因素。在产业向西梯度转移的背景下,重庆工业园区碳排放状况折射出西部地区工业园区在建设过程中面临的环境约束收紧、减排任务重、投入不足、体制机制建设不完善等困境。据此,分别从中央政府、地方政府、园区管委会视角提出了相应的政策建议。

The analysis on 48 Industrial Parks in Chongqing shows that the industrial park has become the focus of regional carbon emissions,with the feature that the total rapid has increased,emission in-tensity has decreased,and the discrete degree has increased.The degree of industrial agglomeration, the industrial structure and the energy structure of the park are the important factors that affect the＆amp;nbsp;Park carbon emissions.Under the background of industry gradient transferring to the West,the status of Industrial Park emissions in Chongqing reflects the difficulties including tighten environmental con-straints,heavy task of emission reduction,insufficient investment,system construction that the con-struction of Industrial Park in West area faces.Accordingly,the paper puts forward the corresponding policy recommendations from the view of central government,local government,and the park manage-ment respectively.
