我国社会保障适度性水平实证研究——以重庆市为例

Adaptability Relation Between Social Level and Economy Development Based on Chongqing

社会保障水平与经济发展水平的的适度性分析对一个国家或地区经济的可持续发展以及社会和谐稳定的维持有着很大的现实指导意义,能够更好地保证社会保障制度的健康运行。现阶段重庆市社会保障支出水平增长速度虽然加快,但仍不能满足全体居民对社会保障项目的需求。本文运用社会保障水平适度性测算模型和CSS模型,对重庆市2002—2012年社会保障水平进行综合性的分析,得出了现阶段重庆市社会保障水平发展不适度,与经济发展速度也不相适应的结论,与CPI指数比较后不适度性更加明显。针对重庆市现状,分析原因并提出了促进社会保障水平适度发展、与经济和社会生活良好适宜健康发展的政策建议。

Studying on the adaptability relation between social level and economy development has an extremely important function on the economic sustainable development and social harmony and stabili-ty,which also has an important realistic significance to the health of the social security system.This paper uses the level of social security treatment measure model and the CSS model,and analyzes the level of social security in 2002-2012 in Chongqing.It is concluded that Chongqing social security lev-el has a quick development speed,but it is not measurable.With the price reason,the social security lever still cannot meet the demand of residents and can not adapt with the speed of economic growth＆amp;nbsp;speed.Finally based on the status in Chongqing,we give some suggestions like：promoting the devel-opment of moderate level of social security,and adapting with the economic and social life to make sure it has a healthy development.
