建国初期邓小平对西南少数民族工作的开创性贡献

Deng Xiaoping's Contribution on Work of the Southwest Minority in Initial Stage of Founding Our Country

建国初期,邓小平主政西南近3年时间,对西南少数民族工作具有开创性贡献。邓小平从贯彻人民政协"共同纲领"、解放和建设西南、巩固西南边疆国防三方面充分认识到少数民族工作在西南工作中的极端重要性。邓小平开展少数民族工作采取4项政策措施:解决长期存在的民族隔阂和纠纷,达到民族之间的和睦;维护少数民族地区群众利益,加强政治、经济、文化建设;广泛进行爱国主义教育,传播爱国主义精神;有步骤有区别地进行土地改革,使少数民族人民翻身得解放。邓小平抓少数民族工作体现4个鲜明特点:慎重处理各项改革事宜,尊重少数民族代表人物的意见;制定和实施各项政策切合时空条件,具体问题具体分析;悉心照顾少数民族人民的利益,善于从政治高度看问题;少数民族工作积极配合军事斗争,体现两手抓、两手合力的领导谋略。

In the nearly three years of initial stage of founding our country,Deng Xiaoping governed Southwest and he made creative contribution on work of the Southwest Minority.From the three as-pects：carrying out the “common programme”of CPCC,liberating and building the southwest,con-solidating the frontier defense of the southwest,Deng fully recognized the extreme importance of the work of the minority in the southwest.In the work of the minority during his southwest period,Deng took four policy measures：solving the long standing national misunderstandings and disputes to attain the harmony between people,maintaining the interests of the mass in the minority areas and strengthe-ning the construction of politics,economics and culture,undergoing patriotic education widely and spreading the spirit of patriotism,and conducting the land reform in difference and steps to liberate the minority.Deng’s work of the minority embodies four distinctive features：to have caution in deal-ing with matters relating to reforms,respect for minority representative opinions;to formulate and im-plement policies suited with the conditions of time and space,concrete analysis of concrete problems;to take care of minority’s interests,being good at seeing problems from a political perspective;and to let ethnic minorities work actively cooperate with the military struggle,to have it both.
