The Study on the Strategic Effect of Strategic Emerging Industries Based on DEA

战略性新兴产业的本质为战略产业,当前我国七大战略性新兴产业是否具备战略性对我国经济发展至关重要。通过理论分析演绎出创新驱动、低碳环保、带动效应和经济效益4个战略性新兴产业战略性评价指标。在此基础上,利用中国科学院院士工作局对全国院士关于战略性新兴产业战略性的问卷调查数据,通过描述性统计分析和数据包络分析对七大类战略性新兴产业下属23类子产业的战略性进行了研究。结果显示,虽然处在成长期的战略性新兴产业的战略性初露端倪,但除新一代信息技术产业的战略性较高外,其余产业只有某些战略性指标表现较强。最后,对我国战略性新兴产业如何发挥整体战略性以及未来新一轮战略性新兴产业的选择提出建议。

The essence of Strategic emerging industries is Strategic industries, and whether the Strategic emerging indus- tries have Strategic Effect or not is important for the development of our country. We deduced four evaluation indicators of the strategic effect of strategic emerging industries by theoretical analysis as follows innovation-driven, low-carbon envi- ronment, driving effect and economic benefit. On this basis, we made the questionnaire with which we surveyed academi- cians and made study on the strategic effect of 23 subsidiary industries of strategic emerging industries by descriptive sta- tistics and DEA. The result shows that only the next generation IT industry has highly strategic effect, and other strategic emerging industries are just highly valued on some strategic effect indicator. Based on the conclusion, we made some crea- tive proposals for the sound development of current strategic emerging industries and the choice of future strategic emer- ging industries catalogue.
