阐述了江西崇义林业改革发展的3个阶段;分析了在改革过程中存在粗放经营、林产工业效益低、财政贡献小等问题;提出夯实资源基础,延伸林业产业链、开发森林旅游业、放开搞活商品林业、完善生态补偿机制、加快发展合作经济等对策建议。
