湖南林业建设项目效率评价实证研究

摘要 对于林业建设项目的绩效评价,目前主要采用DEA方法,但传统的DEA模型存在指标权重分配不合理以及无法对决策单元有效排序的问题。文章在对湖南11个林业建设项目进行评价时,提出采用引入最优虚拟决策单元DEA模型测算各项目的效率值,结果表明,对效率评价合理排序问题的解决有较为理想的效果。在制定规划方案、保障措施和技术交流等方面提出了参考建议。 For the performance evaluation of forestry construction projects, DEA method has been mainly adopted at present. However, the traditional DEA model has such problems that its index weight distribution is not reasonable and it can not realize effective sorting for decision-making units. It is proposed to introduce the optimal virtual decision-making unit DEA model for efficiency value calculation for the evaluation on all the 11 forestry construction projects in I-Iunan in this paper. The results show that it has more ideal effect on the solution of reasonable sorting of efficiency evaluation. On this basis, it put forward reference suggestions on planning scheme preparation, supporting measures, technical exchange and other aspects.
