摘要
创造性地引入基尼系数以衡量部属高校分省招生指标的公平性。以部属A高校2004-2009年的数据为例,并以部属B高校2011年的基尼系数作为比较。研究建议,各部属高校和教育部应当基于基尼系数对分省招生指标分配提出政策要求,以促进优质高等教育资源在各省的公平分布,促进不同地区来源学生的相互交流。
This article creatively brings Gini Coefficient into the measurement of ministry-affiliated college admissions allocation fairness. The research exemplifies this measurement method according to data of ministry- affiliated college A from 2004 to 2009, and makes comparisons according to date of ministry-affiliated college B in year 2011. The research leads to a suggestion to all ministry-affiliated colleges and the Ministry of Education on policy requirement of admissions allocations across provinces to be based on Gini Coefficient in order to improve high quality tertiary education resources allocation to be equal and fair.
