政府行为、信息成本与会展产业集群发展

会展产业是一个高度依赖信息投入并对信息成本较为敏感的产业业,我国会展产业集群的发展是政府主导的诱致性制度变迁过程。在会展产业集群的结构调整与动态升级过程中,政府主导型模式在当前是一种理性选择。政府的信息功能体现在产业发展"第一公里"中的制度创新诱导和"最后一公里"的交易助推作用,具体表现为制定会展产业集群动态升级的博弈规则,并使各经济主体面临的信息成本最小化。文章基于信息成本的视角,以杭州西博会为例,分析了会展产业集群发展与动态升级中的政府行为机理理,并从制度创新视角提出了相应的对策。

The exhibition industry is highly dependent on information and sensitive on information cost, and the development of exhibi- tion industrial clusters in China is a government- led process of induced institutional change. In the process of structure adjustment and dynamic upgrading of exhibition industrial clusters, the government -led model is a rational choice in the current situation. The government＇s information function is to develop innovative atmosphere to induce the ＂first mile＂ of the industrial development system and to boost the transaction in the ＂last mile＂ of the industrial system. The specific role of the government is to make game rules in the development and dynamic upgrading of the exhibition industrial clusters, and minimize the information costs of all economic agents. This paper took Hangzhou West Lake Expo as an example, dis- cussed the mechanism of the government behavior in the process of development and upgrading of exhibition industrial clus- ters based on the information cost, and proposed the corresponding countermeasures from the view of institution innovation.
