The concept of "people" is certainly one of the key political ideas. However, the Italian political philosopher Giorgio Agamben recently raised the question: what is a people? Through a detailed historical and etymological study, Agamben uncovers a critical ambivalence embedded with the concept of "people." Based on this study, he further argues that though serving as the legitimacy base for modern politics, popular sovereignty is however "now drained of all meaning." In order to tackle the issues raised by Agamben, in the paper I introduce another intellectual legacy of the Twentieth Century, namely, the theory of the "mass line." In this original study I endeavor to demonstrate that the "mass line politics" is effectively responsive to the paradox of the "people," and thus has the normative strength to resolve today's "legitimation crisis" and the issue of "bare life".
