中国(上海)自由贸易试验区投资贸易便利化评价指标体系研究

Study on the Investment & Trade Facilitation Evaluation Index System of China(Shanghai) Pilot Free Trade Zone

建设成为具有国际水准的、投资贸易便利的自由贸易试验区,是中国(上海)自由贸易试验区发展的总体目标之一。现有国内外关于投资贸易便利化的评价指标体系,几乎都是以国家层面作为其评价分析视角。文章从国际通行的投资贸易便利化内涵和评价框架出发,结合国家对上海自贸区发展的战略定位,以及上海自贸区内企业商业模式运作对投资贸易便利化的需求,设计了一套适合上海自贸区层面的投资贸易便利化评价指标体系,最后提出未来的研究展望和相关政策启示。

Constructing a pilot free trade zone of world-class investment ＆ trade facilitation is one of the overall objectives of China （Shanghai） Pilot Free Trade Zone. Almost all the existing investment ＆ trade facilitation index evaluation systems at home and abroad are built from the view of country level. Based on the nature and evaluation framework of internationally accepted investment ＆ trade facilitation, and combined with the strategic positioning of the central government on Shanghai PTZ and enterprises＇ business model demands for investment ＆ trade facilitation in Shanghai FTZ, this paper develops a set of investment ＆ trade facilitation evaluation index system suitable to Shanghai FTZ. Finally, it puts forward some prospects for future research and policy recommendations.
