论我国反恐对策中亟待解决的几个问题

Several Urgent Problems on Anti-terrorism Countermeasures in China

鉴于我国目前恐怖主义犯罪频繁发生及反恐对策应对不暇的局面,有必要尽早解决反恐对策中一些重要问题。主要有以下几方面:一是对恐怖主义犯罪概念的界定;二是在刑法中适当增设新罪名,以履行国际条约义务,有效打击恐怖主义犯罪;三是加强国际合作;四是加强社会综合治理,以期这些对策的实行可以有效缓解我国恐怖主义犯罪的紧张局面,同时在积累研究成果和实践经验的基础上,尽早制定反恐特别法,有效预防和打击恐怖主义犯罪,保卫国家安全与人民安宁。

At present,the terrorism crime occurs frequently in our country and countermeasures is limited,it is necessary to solve some important problems in anti-terrorism countermeasures. There are mainly in the following aspects,one is the definition of the crime of terrorism;two is to perfect the related national legislations in order to fulfill its international treaty obligations;three is to strengthen international cooperation;four is to strengthen the comprehensive management of society. These measures can effectively alleviate the tense situation of the terrorism crime in China. At the same time,based on the accumulated research results and practical experience,anti-terror-ism special law should be drew up as soon as early,which can effectively punish and prevent the crime of terror-ism,defend national peace and security.
