部分发达国家药品应急管理经验启示

Drug Emergency Management:the Experience of Developed Countries and its Enlightenment

目的对部分发达国家的药品应急管理经验进行分析和梳理,为加快我国药品应急管理体系建设,增强应对突发药品事件的处置能力提供参考。方法查阅文献资料,研究发达国家对突发事件的应急管理模式,借鉴其成功的经验。结果与结论发达国家通过健全相关法律法规、明确分工职责、提高专业化水平、储备前瞻性技术能力、加强安全预警系统建设、配备现代化的信息系统装备、重视应急事件的舆情研判等7项有力举措,已形成较为成熟完善的药品应急管理体系,非常值得我们借鉴和研究。

Objective To analyse and summarize the experience of drug emergency management in some developed countries,so as to speed up the construction of emergency management system in our country and provide a reference for enhancing the ability to settle drug emergencies.Methods Literature was reviewed for research on emergency management in the developed countries so as to learn from their successful experience. Results and Conclusion Seven effective measures were recommended such as establishing relevant laws and regulations, clarifying division of responsibilities, improving the professional level,reserving prospective technical ability,strengthening the construction of early safety warning system, getting equipped with modern information system and equipment, and attaching importance to public opinions. Some developed countries have established a mature system for drug emergency management,whose experience was very valuable for reference and research.
