伴随着工业化发展的不同阶段,全球环境竞争力呈现出低水平均衡性——国别间此消彼长差异性——理性合作协同提升性的演化态势。全球环境竞争力演化的作用系统主要有三个层面:基础层、核心层和作用层,各国层面之间相互反馈、相互渗透,形成由国家、经济、社会、环境等构成的一个复杂系统作用的合力。由于各个国家和地区对个体利益的追求,在成本分担、环境合作、经济发展、环境制度建设等方面还存在着不少矛盾,这些矛盾是束缚全球环境竞争力提升的障碍。要从全球环境整体利益出发,携手合作,互利共赢,化解矛盾,共同创造人与环境和谐相处的地球家园。

In the different stage of industrialization, global environment competitiveness has a low level balance, that is, some of them were strengthening while others were lessening in different countries, and trends to cooperation rationally. The evolution system of global environment competitiveness consists of three parts, i.e. , basic part, core part and affecting part. These three parts give feedback and interpenetrate each other, and thus result in a join force of a complicated system, which is composed of country, economy, so- ciety and environment etc. Due to the pursuing for maximum individual benefit in every country and region, there exist many conflicts in the cost sharing, the environment cooperation, the economy development and the environment regulation etc, which has become an obstacle to promote the competiveness of global environ- ment. So we should cooperate to handle the conflict for the overall interests of global environment to create an earth where harmony between human and environment can be achieved.
