全球环境竞争力提升的逻辑机理及策略探析

Analysis on the Logistical Mechanism and Strategies of Enhancing Global Environmental Competitiveness

保护环境,走可持续发展之路,已然成为一项需要全人类共同参与的社会系统工程。提升环境竞争力也成为国与国之间把握国际竞争力主动权的现实选择,各个国家都吹响了提升全球环境竞争力集结号。文章分别从环境投入、环境规制、环境合作以及环境意识四方面对全球环境竞争力提升的内外部逻辑机理进行分析,构建全球环境竞争力提升的运作系统,指出现有环境竞争力提升过程中存在的瓶颈以及未来全球环境竞争力提升的应对策略。

Protection of the environment and persistent the road of sustainable development has become a social system engineering for the whole mankind. To enhance the competitiveness of environment has also be- come a realistic choice for the countries to grasp international competitiveness. More and more countries try to enhance global environmental competitiveness. This paper respectively analyzes the internal and external logis- tical mechanism of enhancing global environmental competitiveness from the following four aspects： environ- ment investment, environmental regulation, environmental cooperation and environmental awareness. Based on this, it constructs the operation system to improve the global environment competitiveness, and then ana- lyze the bottleneck and future development strategies for the system.
