Conscious of en- vironmental is waking up and the profound adjustment of industrial structure in the worldwide, as well as their environmental regulations cooperation, which all provides the opportunity for developing countries to improve their competitiveness. Developing countries have to make more efforts on promoting economic growth and envi- ronmental competitiveness at the same time.
