欧盟国家公共就业服务普遍的社会合作实践源自政府应对经济危机的需要,同时社会合作趋势又同劳动力市场变化密不可分。目前,欧盟不少国家依据企业链式思维尝试重新定位公共就业服务机构,整合社会合作资源。值得注意的是,合作链条或网络的形成不是简单的协议或合同,它更多意味着权力的重新配置。合同制度安排的差异往往决定了合作模式的不同。欧盟国家多元化的文化为社会合作实验提供了肥沃的土壤,同时也为我国的公共就业服务社会合作提供了可借鉴的经验及启示。

T he general social cooperation practice of public employment services in the EU comes from the government’s response to the economic crisis ,and at the same time ,social cooperation trend is closely related to the change of the labour market .At present ,quite a few EU countries introduce the chain thinking to reconsider the role of public employment service agencies and to integrate social cooperative resources .It is worth noting that the formation of cooperation chain or network is not just a simple agreement or contract ,but means the redistribution of power .The co-operation pattern is often determined by the differences in contract system arrangement .The di-verse culture in the EU countries provides fertile soil for social cooperation experiment ,and mean-while ,offers referential experience and inspiration for China’s social cooperation of public em-ployment services .
