Through analyzing the government bond market of Italian city-states in terms of the bond holders, the value and yield rate of government bonds, this paper arrives at the conclusion that the government bonds possess the economic and politic functions, the bond yield promotes the social and economic development through the redistribution system, and the transaction of government bonds and interest right starts the complex forms of speculation and investment.
