中国跨境电子商务发展及政府监管问题研究——以小额跨境网购为例

跨境电子商务在全球范围的异军突起不仅改变了外贸企业的传统运行方式,更深刻地影响了中国对外贸易产业链布局。当前,中国跨境电子商务的发展与世界同步,并初步形成了新业态模式,这既为中国贸易转型提供了新抓手,也对传统贸易下的政府管理体制提出了新需求和新挑战。特别对于小额跨境电子商务的趋势,我国现行管理体制、政策、法规及现有商业环境等条件还远远无法满足其发展需求,偷税漏税、检疫检测和市场监管三大问题突出。结合上海自贸区的前期探索和中国跨境电子商务的发展趋势,课题组提出建立小额跨境网购多层次监管体系、制定小额跨境网购专项管理办法、建设公共信息查询平台和加快完善社会诚信监督机制与跨国追溯机制等四点建议。

At present, the development of Chinese International Electronic Commerce has been synchronized with the world, and initially formed a new format mode, which is not only provides new way for Chinese trade transformation, but also put forward new requirements and new challenges to the traditional government management system of trade, Especially in small international Electronic Commerce trend, China＇s current management system, policies, regulations and existing business environment conditions are far from enough to meet the demand of actual development, and three major problems： tax evasion, inspection and quarantine and supervision of market. Combining with the development trend of early exploration Shanghai FFA and China International Electronic Commerce, we proposed the establishment of small cross-border online shopping multi-level regulatory system, develop small cross-border online shopping special management approach, the construction of the public information query platform and accelerate the improvement of social credit supervision mechanism and transnational back mechanism of four point preliminary suggestions.
